The recently passed bill Bayanihan Act of 2020 under President Rodrigo Duterte's request for emergency and extra powers to the congress is now taking its first step to help the less fortunate and the citizens who were mostly affected by the COVID-19 crisis two weeks after it has been granted.

Under DSWD's management, the social amelioration for everyone poor families nationwide will be provided as soon as possible. According to the President, every eligible families will receive 5 thousand to 8 thousand pesos, depending on the region's minimum wage level to know the base of the amount every family per region will need to buy and sustain necessities such as food and medical supplies.


But before that, they will have to submit a form that will serve as DSWD's source of information for transparency.

After several press conference by the president and a lot of reports from the media, it was clear for everyone that they will each receive the money assistance.

But a certain lady who claimed to be one of the staffs of DSWD enraged the residents as she explained that unlike the president's promise, there will be three families that will have to share on a 1,000 worth of relief goods and 4,000 worth of cash.





As she was explaining how to fill out the forms, she urges the residents to find their "partners" for the form so that the barangay officials will immediately know the pairings.

It seems like the residents were shut as she threaten them that they might not have assistance at all if they dare to disagree.

Apparently, it was all documented and is now viral on social media.

The newly approved Bayanihan Law under President Duterte's grant of emergency and extra power have made its first move by giving out financial assistance to the less fortunate and affected families from Enhanced Community Quarantine (ECQ) amid COVID-19 outbreak. This will be executed under the Department of Social and Welfare Development. (DSWD.)

This final assistance will be given to the eligible families and they will be receiving a minimum of 5 thousand up to 8 thousand pesos depending on the region's minimum wage level. That would be the agency's basis on the amount needed to buy food, medical assistance and other essential needs.


WHO ARE THE QUALIFIED PEOPLE?

1. Families most affected by enhanced community quarantine based on government review and have at least 1 member:
 - Senior Citizen
- Pregnant or Mother breastfeeding
 - Persons with Disability (PWD)
- Solo Parent
 - Indigent Indigenous Peoples
 - OFWs who lost their jobs or had problems with work due to COVID-19

 2. Homeless

3. Adaptive drivers

4. 'No work, no pay' employees

5. Maids

6. Small traders such as owners of multifamily properties with less than P100,000 worth of land

7. Families with small businesses of their own such as a cafe, orchard, or plot

8. Minimum wage earners

9. Farmers and fishermen

10. Workers stranded because of quarantine


HOW TO APPLY?

According to Guro Ako website, here are the following procedures on how to appeal for the social amelioration program:

"Step 1: The local government unit (LGU) will distribute Social Amelioration Card (SAC) forms on a house to house basis. The SAC forms serve as monitoring and validation tools to help the government identify the families that need urgent financial assistance.

Step 2: All the necessary information on the SAC form will be filled up by the head of the family in big letters.

Step 3: Submit one of the forms to the LGU official when they return for collection. Make sure that the form is filled up and complete. Keep the other form (duplicate) for reference and monitoring.

Step 4: The DSWD and other government agencies will send the aid to the LGU for distribution to beneficiaries."

Recently, a mass protest turned to mass arrest have happened in Sitio San Roque as the residents have violated the enhanced community quarantine order from the government where no one is allowed to go out from their houses unless they are part of the team of the front line workers.

But according to the people, they were forced to went out of their houses to personally call out their local government for its incompetence and irresponsible way of handling the crisis, for their empty stomach and hungry kids are already demanding for accountability and fulfillment of the promise to fully take care of them and provide them goods during ECQ.

But as the days passed and it is now day 16 of ECQ, none of the promised relief goods have ever came to their houses, and they are already tired of waiting.


Truly lack of compassion and corruption can awake the courage from a fearful resident that is programmed to just follow and listen to what his LGU says.

It is the hunger that we are talking about, anyways.

And that is what exactly the mayor of Palawan understood and avoids to happen.

Knowing that his people would not have any source of income, he intially provided relief goods that is good for 1 month to make sure that there are no reason for his people to get out and not stay on their home.



On a thankful post of a resident, netizen Albert showed the items their mayor have provided for every families and it overwhelmed the online world.

Albert says that their LGU have provided sack of rice, packs of coffee, noodles, canned goods and soap that can support every family for some good days.

Many are amazed by the mayor's service and wishes that their own LGU would wake up and start acting like other responsible mayors do.

House Speaker Allan Peter Cayetano recently shared a live video on Tuesday, March 31, on how the people can fill out the form on DSWD's financial support on the less fortunate and poor people. The said assistance will help the citizen to survive the month long crisis due to Enhanced Community Quarantine.


Cayetano assures the Filipinos that the help is now on its way and will be delivered right in front of their houses right away.


The house speaker went on to his several step to step procedure on how to fill out the form, starting to the personal information, the background or economic status, the other members of the family and if they have disabilities. He added that this information will be the government reference about the family’s situation.

Cayetano also explained the bar code that is situated on the bottom left corner of the form, that is going to be another way of tracking the paper.


Aside from this, his 32 minute long live video did not only tackle about his instructions on how to fill out the form, but to also urge the agencies like International Automotive Task Force (IATF) and Department of Health (DOH) to move as quickly as possible regarding this issue.

He also added that DOH should be very clear on how to implement the plan and explain it on the people in the first place.

“The Department of Health should be the one very clearly stating the public health strategy and pabayaan mo na lang magtanong ang media. If it takes you two hours to explain the strategy, to give accounting of ilang beds per hospital, per region, per province, to explain everything, so be it," Cayetano stated.

And sadly, many of the confirmed cases of COVID-19 came from the police.
Just recently, additional 2 police tested positive from the virus, the Philippine National Police (PNP) confirmed on Wednesday, March 25.

According to PNP, one of the patients is a 32-year-old cop serving in Metro Manila while the other is a 52-year-old assigned in Laguna.
“Both patients are now under home isolation and are being closely monitored by PNP doctors,” PNP stated.


Meanwhile, two other policemen also contracted the virus. A cop from Manila Police District and another from PNP Chaplain Service.


Meanwhile, PNP is now stricter in monitoring the police especially those who are assigned in Metro Manila.

The confirmed that they added 61 personnel that are now persons under investigation (PUIs) for possible COVID-19 infection and 701 others are under monitoring (PUMs).

PNP Spokesperson Police Brigadier General Bernard Banac said, “We are instituting strict measures to prevent its spread among our back end and front line personnel, such as provision of minimum personal protective equipment for all frontline personnel; continuous contact tracing and self-quarantine; stringent social distancing,”


The police are now tracing the close contacts of their positive patients for monitoring while the disinfection is still yet to follow.

According to the mayor, it can spray up to maximum of 6 hectares and can be controlled from 3 kilometers away.



Total of 5 drones are now used by Pasig’s disinfectant team— 3 of them are new and is said to cost 1 million each, while the 1 old drone was used for public address and 1 smaller is for monitoring and video.

Pasig also provided sanitation tents around Pasig City General Hospital and Pasig City Children’s Hospital to accommodate the front liners before and after facing the patients.

Before death, he was the Board Chairman of the corporations owned by the Sytengco Family which compromises Aneco Industries Corporation, Anesy Holdings Corporation, Sytengco Foundation, Baler Industrial Corporation, Sytengco Enterprises Corporation, and Swan Insurance Agency Corporation.

Amidst the spread of the dreaded coronavirus in the Philippines, more than 140 cases have already been reported. Most of these cases were reported in Metro Manila, which holds the densest population in the country. Since March 15, the entire capital region has been under community quarantine to prevent further infections.

Even popular personalities and high-ranking politicians were not safe from this dreaded disease. Earlier this week, a staff of the House of Representatives perished due to coronavirus. On March 16, Senate Majority Leader Juan Miguel Zubiri confirmed that he was positive of coronavirus.


In a press conference, Senator Zubiri claimed that Secretary Francisco Duque broke the news to him. When he was first made aware of his condition, Zubiri claimed that his 'heart sank.' Fortunately, he was one of those rare asymptomatic cases wherein he has no cough or fever.


As of now, how he contracted the virus is still the big question. According to Zubiri, he strictly followed every protocol against coronavirus. He maintained social distancing and even implemented a no-handshake policy. The Senate Majority Leader even had no travel history abroad recently.




"I was very careful in my dealings with people at work in the Senate. I practiced social distancing as well as a no-handshake policy yet I got contaminated. How? I do not know. This just goes to show how easily this virus is spread and therefore it is best for everyone to stay home and stay clean."

As of now, Senator Zubiri will be on self-quarantine for 10 days. After that period of time, he will be tested once more to see if he still has the virus. In the meantime, Senator Zubiri advised the masses to follow the precautionary measures to avoid contracting coronavirus.

Ella Cruz has a pretty packed weekend planned, but a sharp turn in her health condition is currently forcing her to stay in the hospital, unable to carry out the activities she had planned.

For starters, Ella was supposed to see K-pop group Blackpink live in concert today. She narrated how she even cried about the tickets, which sold like hot cakes on the first day.
Ella says she spent three hours in front of the computer, refreshing the website to see if she could score some cancelled tickets.


In the end, she miraculously landed tickets not just for her but for her siblings as well. She was ecstatic.

Still fresh from that K-pop event of the year, Ella Cruz was supposed to appear and dance live on the ASAP stage on Sunday. She says this is such a big thing, because she has waited long enough to go back to dancing live. She narrated how doing the dance routine was something she really looked forward to.



Hardworking as she is though, Ella sometimes has to slow down and rest. Her body gave up, and she is now confined.

It's a good decision to prioritize her health despite the big plans she has set out for the weekend. However, we can all emphatize that she's missing those for the hospital!

All we can do is pray for this hardworking actress. May she pull through whatever condition she is fighting in the moment. There will be other concerts and other chances to dance in the ASAP stage, but her health comes first.
